Consultant – Local Governance and Welfare
We invite applications from experienced practitioners for the position of a consultant in Local Governance and Welfare.
The School of Continuing Education and University Resource Centre (SCE-URC) is responsible for in-service programmes in the domains of education, development and professional skills.
The SCE-URC for Development (SCE-URC-Dev) aims to significantly enhance the capacity of the development ecosystem, which comprises of elected representatives, government functionaries, and civil society at large. Its primary role is to build perspectives, competencies and practical skills, which are relevant to different sets of stakeholders across all levels. Programmes will be offered across all thematic areas of human and social development.
Responsibilities:
- Work as part of the team to design and deliver of FRA course modules on behalf of the URC/CLD in several states as per need and demand expressed by the partner ecosystem and our own assessment, including quality assessment of the design and deliveries.
- Support video and multi-media documentation of FRA good practices to be done by the external consultants. This involves identifying the story, develop liaison, explaining the key insights and messages to the external consultants, provide feedback on the draft, and such other works as may be necessary.
- Work as a part of the team to develop a course on Post CFR management, including material development, course design, and anchoring the delivery.
- Work with the team to develop a collection of field stories of FRA implementation after 20 years. This include contributing to planning, selection of stories-sites, prepare a template and a couple of sample case stories, and do any other work as may be necessary to get the work complete.
- Contribute to knowledge generation on FRA-PESA by creating knowledge materials which may be useful in training or general dissemination.
- Work with the team to design and deliver a generic course on FRA as per URC plan.
- Such other work as may be mutually decided in the context of LD/FRA capacity building, materials development, good practices documentation, etc.
Requirements
You should have:
- Post graduate in any discipline and relevant work experience.
- 3 – 5 years’ experience in training & capacity building, curriculum development, learning experience design, implementation support for programmes on implementation of forest rights in multiple states and PESA.
- Ability to design and develop curriculum / material in English and Hindi, and take sessions in Hindi, for frontline functionaries of Civil Society Organizations (CSOs) working on FRA and PESA.
- Capacity to be reflective and think critically.
- Good oral and written communication skills in English and Hindi.
- Willingness to travel extensively and work collaboratively.
- Practical experience of working with CSOs/CBOs on implementing forest rights / PESA.
- Good understanding of the complex process and procedure of FRA/PESA implementation in multiple states.
- Understanding and experience of working on local governance issues.
