मीनी स्तर पर काम करने वाले विकासकर्मी आजीविका, शिक्षा, स्वास्थ्य, जेंडर, सामाजिक सुरक्षा, स्थानीय शासन और प्राकृतिक संसाधनों के प्रबंधन जैसे मुद्दों पर समुदायों के साथ मिलकर काम करते हैं। अपने काम के दौरान वे काफी अनुभव हासिल करते हैं और स्थानीय परिस्थितियों को करीब से जानते हैं। लेकिन उन्हें इन अनुभवों को समाज, विकास, अर्थव्यवस्था और शासन की व्यापक समझ और सिद्धांतों से जोड़ने के अवसर अक्सर नहीं मिल पाते।
अज़ीम प्रेमजी विश्वविद्यालय का स्थानीय विकास एवं शासन में स्नातकोत्तर डिप्लोमा ऐसे अनुभवी विकासकर्मियों के लिए तैयार किया गया है, जो अपनी समझ को गहरा करना, अपनी क्षमताओं को मज़बूत करना, अपने काम को अधिक प्रभावी बनाना और अपने काम के सफ़र में बड़ी ज़िम्मेदारियों के लिए तैयार होना चाहते हैं। यह कार्यक्रम भारतीय समाज, विकास, भारतीय अर्थव्यवस्था और सामाजिक हस्तक्षेपों की व्यापक समझ के साथ‑साथ स्थानीय शासन, कल्याण और संसाधनों से जुड़े अधिकारों, सामाजिक जवाबदेही, समुदायों को संगठित करने, डेटा और संवाद से जुड़ी क्षमताओं को भी मज़बूत करता है।
इस डिप्लोमा का ब्लेंडेड लर्निंग प्रारूप, कार्य कर रहे विकासकर्मियों को अपना काम जारी रखते हुए डिप्लोमा पूरा करने की सुविधा देता है। इसमें कैंपस में आवासीय अध्ययन, ऑनलाइन सत्र और अपने समय के अनुसार की जाने वाली पढ़ाई शामिल है। प्रतिभागियों के पहले के कार्य‑अनुभव को भी कोर्स का एक महत्त्वपूर्ण हिस्सा बनाया गया है।
इस वेबिनार में प्रतिभागियों को डिप्लोमा के उद्देश्य, पाठ्यक्रम, संरचना, पढ़ाई के प्रारूप, पात्रता और प्रवेश प्रक्रिया के बारे में जानकारी मिलेगी। उन्हें फ़ैकल्टी सदस्यों से बातचीत करने और कोर्स से जुड़े अपने सवाल पूछने का अवसर भी मिलेगा।

वक्ता के बारे में
प्रोफेसर अशोक कुमार सरकार पिछले 15 वर्षों से अज़ीम प्रेमजी विश्वविद्यालय में फ़ैकल्टी सदस्य हैं। वे विश्वविद्यालय के स्कूल ऑफ डेवलपमेंट के निदेशक और सेंटर फॉर लोकल डेमोक्रेसी के निदेशक के रूप में भी काम कर चुके हैं। उन्होंने जेंडर और आजीविका, स्थानीय लोकतंत्र, भूमि की राजनीतिक अर्थव्यवस्था और भारत में सामाजिक हस्तक्षेप जैसे कई विषयों पर पाठ्यक्रम पढ़ाए हैं। वे कई अन्य कम अवधि के पाठ्यक्रमों से भी जुड़े रहे हैं।
विश्वविद्यालय से जुड़ने से पहले उन्हें ज़मीनी स्तर पर काम करने का लंबा अनुभव रहा है। उन्होंने स्वयं सहायता समूहों पर आधारित संस्थाओं के निर्माण, भूमि सुधार, पंचायती राज और स्थानीय विकास जैसे क्षेत्रों में विशेष रूप से काम किया है।
मॉडरेटर के बारे में
देबमाल्या नंदी अज़ीम प्रेमजी विश्वविद्यालय में फ़ैकल्टी सदस्य हैं और उन्हें विकास के क्षेत्र में काम करने का 17 वर्षों से अधिक का अनुभव है। उन्होंने ग्रामीण विकास, मनरेगा, स्थानीय लोकतंत्र, कल्याणकारी अधिकारों और सामाजिक नीतियों के क्रियान्वयन पर व्यापक रूप से काम किया है। उनका अनुभव मुख्य रूप से झारखंड, ओडिशा और कर्नाटक में ज़मीनी कार्यक्रमों, जन अभियानों और नीतिगत प्रक्रियाओं से जुड़ा रहा है। इससे पहले वे प्रदान और टाटा ट्रस्ट्स से जुड़ी संस्था कलेक्टिव्स फॉर इंटीग्रेटेड लाइवलीहुड इनिशिएटिव्स (CInI) के साथ काम कर चुके हैं।

About the session
Grassroots development practitioners work closely with communities on issues such as livelihoods, education, health, gender, social protection, local governance and natural-resource management etc. Through their work, they gain rich experience and first-hand knowledge of local realities. However, opportunities to connect this experience with broader perspectives and theoretical understanding of society, development, the economy and governance are often limited.
Azim Premji University’s Postgraduate Diploma in Local Development and Governance has been designed for experienced development practitioners who wish to deepen their understanding, strengthen their professional capacities, make their work more effective and prepare themselves for wider responsibilities in their professional journey. The programme brings together perspectives on Indian society, development, the economy and social interventions, along with practical competencies related to local governance, welfare and resource rights, social accountability, social mobilisation, data and communication.
The Diploma follows a blended-learning format that allows working professionals to continue their work while pursuing the programme. It combines on-campus residential learning, online sessions and asynchronous learning. Participants’ prior work experience is also recognised as an important part of the programme.

About the speaker
Ashok Kumar Sircar has been a faculty member at Azim Premji University for the past 15 years. He has served as Director of the School of Development and Director of the Centre for Local Democracy at the University. He has taught courses on gender and work, local democracy, the political economy of land and social interventions in India, and has also been involved in several short-term courses.
Before joining the University, he worked extensively at the grassroots level in areas such as building institutions based on self-help groups, land reform, Panchayati Raj and local development.
About the moderator
Debmalya Nandi is a faculty member at Azim Premji University and a development practitioner with over 17 years of experience. He has worked extensively on rural development, MGNREGA, local democracy, welfare rights and social-policy implementation. His work spans grassroots programmes, public campaigns and policy engagement, primarily in Jharkhand, Odisha and Karnataka. He has previously worked with PRADAN and the Collectives for Integrated Livelihood Initiatives (CInI), an associate organisation of Tata Trusts.
