Monitoring, Evaluation & Learning (MEL) is often understood as a set of technical tools to assess impact. However, MEL should be understood in a broader sense, thinking about impact based on the Theory of Change, backed by relevant evidence. It is increasingly acknowledged that MEL should be an integral part of programme planning and implementation and not just an additional activity. This puts the organisation at the centre, to better integrate the learnings from monitoring and evaluation into development action.
