Understanding Health Systems and Policy

Where health policy meets real-world action

This course examines the way in which policies are framed and translated into action in the context of a health system. The course is divided into four units. The first unit helps students understand what a health system is, why would a health systems lens be useful to approach public health policies and programs and what are the different frameworks that help in unpacking health systems. The second unit allows students to develop skills in policy analysis by introducing them to specific policy analysis tools. The third unit takes students through the health policy landscape – evolution of health policies from the Bhore Committee Report (1948) to National Health Policy 2017 including the spate of missions (National Health Mission, AYUSH Mission, Nutrition Mission etc.) to help students locate the current scenario of public health challenges and effectiveness of policy responses. The last unit introduces students to select health systems reforms and innovations.
