Should citizenship education focus on how we behave vis-a-vis the State, for example, if children should learn to follow what the government says. Or should we take a broader view of citizenship as one that is about how to behave in the public realm? Should the emphasis be on duties, discipline and sincerity and not on human rights, social welfare, marginalisation and exploitation in society?
