The state is one of the primary institutions through which policy and governance are produced and mediated. What is the state meant to do as per the Indian Constitution? In this course, we explore this through the Indian experience with a close analysis of decision-making processes in legislation, adjudication, and in the executive. We will examine theories of how competitors vie for the decisive word in public decision making, policy and governance through concrete case studies of landmark public policy and governance debates in India.
